Texas inspection rules and online notarization, explained

Buying a Home in Manvel From Out of Town: Inspections and Remote Closing

Updated November 2026

Can I buy a home in Manvel without visiting first, and sign my closing papers remotely in Texas?

In October 2026, yes on both: a licensed inspector reports on TREC's form, and a Texas-based online notary can notarize by two-way video while you sign from anywhere.

Can you buy a Manvel house without walking through it first?

Yes, and the inspection is what stands in for your own visit. The Texas Real Estate Commission's article on property inspections says inspectors are required to follow TREC's Standards of Practice and report their findings on the mandatory inspection report form.

That form reads the same in another state as it does in the kitchen. Ask for the full report early in the option period, while the contract can still be ended.

The same article sets a limit: inspectors are not required to inspect anything buried, hidden, latent, or concealed. On a Manvel lot, much of the flood question sits in records an inspector does not produce.

Read the lot's zone on the effective FEMA flood map, the elevation certificate where one exists, and the seller's disclosure with any flood insurance history.

Two other Manvel records can be read from wherever you live. The lot's Brazoria Central Appraisal District account lists every unit that taxes it, and the utility district's notice to purchasers sets out the MUD.

How does signing from out of state work under Texas law?

Texas allows online notarization, and the location rule binds the notary rather than you. The Secretary of State's educational material says the notary must be physically located within the boundaries of Texas at the time of notarization. The signer may be located anywhere.

The method has its own definition. The Secretary of State's notary answers describe online notarization as two-way video and audio conference technology that meets the Office's standards, including credential analysis and identity proofing.

Electronic notarization is a different act. The same answers say it is not an online notarization, so an electronic notarization cannot be done over a video call.

In its 2018 article, the Texas Real Estate Research Center noted that many contracts, addenda and disclosures were signed electronically, as were many lending and closing documents. The Texas Real Estate Research Center adds that an online notary may accept an electronic signature whether the signer is in Texas or out of state.

Ask the title company early how it will handle your signature from out of state.

Electronic notarizations are not considered online notarizations, therefore cannot be performed through video or audio conference.

What should be settled on a Manvel house before closing day?

TREC's article on buying and selling a home calls title closing the final step in the real estate transaction. Several Manvel details are worth settling well before it, starting with the city.

Take the city from the taxing units on the lot's appraisal district account, then compare it with the mailing address. Meridiana is split between Manvel and Iowa Colony. The City of Manvel counts more than 550 homes there whose ZIP code belongs to the other city.

Pomona is a second case: it sits in Manvel's extraterritorial jurisdiction, so its homes paid no City of Manvel tax for 2025. Settle the city before title work, insurance and utility accounts are opened in your name, since each one carries the address.

How do the inspection and the signing fit a fixed move date?

Start from the date you must be in the house and plan backward. Book the inspector for the first days of the option period, so the report reaches you while the contract can still be ended.

Ask for a flood insurance quote that same week. The City of Manvel notes that homeowners' insurance does not cover flooding, and that a flood policy typically takes up to 30 days to go into effect.

Settle the signing method with the title company well before closing. Ask which documents need a notary, and whether each can be notarized online with you on video from where you live.

Leave room for the search too. As of November 2026, the median Manvel home sold in 45 days, so plan to compare more than one house before the date arrives.

Questions & answers

Manvel questions, answered

How much does an online notary charge in Texas?

Up to $25 for each notarization, on top of regular notary charges. The Texas Secretary of State's educational material for online notaries sets that cap. A closing package can carry more than one notarized document, so the online charge applies to each one the notary performs. Ask the title company which of your documents need notarizing and who arranges the online notary.

The cap covers the online part of the act. Regular notary charges sit beside it, so the total for one document is the regular charge plus up to $25. Put the notary fees on the list of closing costs you confirm with the title company before the signing date, so the figure on your settlement statement holds no surprises.

When did Texas start allowing online notarization?

Since July 1, 2018. The Texas Real Estate Research Center at Texas A&M reports that H.B. 1217, which took effect that day, introduced online notarization to Texas. The Texas Secretary of State publishes the current rules for online notaries, including that the notary must be in Texas during each notarization while the signer may be anywhere.

The Texas Real Estate Research Center also notes that some counties even accept electronic recordings of recordable documents. Whether that applies to the deed on your Manvel purchase is a question to put to the title company handling the closing, in writing and early.

How do I find a licensed inspector for a Manvel house when I live out of state?

Use the Texas Real Estate Commission's License Holder search, which its property inspection article says can narrow your options by location. Search for inspectors licensed near Manvel, then confirm the license of the person who will come to the house. Ask each one how the report will reach you and when, since you will read it from a distance during the option period.

When you compare inspectors, ask whether each will deliver a full inspection on TREC's required report form. TREC's article warns that walkthrough inspections do not typically follow its requirements, and that inspectors who perform them can face disciplinary action by the Commission. A buyer who cannot attend leans heavily on the written report, so a short walkthrough leaves little to read.

Will my lender still order an appraisal if I buy a Manvel home without seeing it?

Yes, if there is a loan. TREC's article on buying and selling a home says that whenever a loan is involved with a real estate transaction, the property will need to be appraised. Whether you toured the house in person does not change that. The appraisal belongs to the lender's process, apart from the inspection you order for yourself.

On a Manvel house in a mapped flood hazard zone, the lender also has its own flood requirement. Ask the lender what it needs before the appraisal is ordered, and start the flood quote in the same week, so neither one holds up a closing date tied to your move.

Who looks out for me at a Texas closing if I am not at the table?

Your own agent does. TREC's article on buying and selling a home describes the title or escrow agent as a neutral third party who serves both the buyer and the seller. Send questions about your side of the deal to your agent before the signing date, and use the title company for the logistics of how and when you sign.

Because the title or escrow agent works for both sides, ask it the practical questions in writing: which documents need a notary, whether each can be notarized online, and what it needs from you before the signing appointment. Keep your agent copied on those emails, so a question about the contract reaches the person who represents you.

How can I check a Manvel agent's license before I hire them from out of town?

Use TREC's License Holder Lookup tool, which the Commission's article on buying and selling a home points to for checking any licensed sales agent or broker. Search by the name on the agent's paperwork. A buyer working from a distance depends on that agent for video tours and for the records on each house, so confirm the license before you sign anything.

Then test the agent on one address. Ask which utility district taxes the lot, which city it is in, and what the effective FEMA map shows for it. Each answer comes from a public record, so you can check it yourself from wherever you live.
