Manvel Neighborhood Guide: Communities, Taxes, Commute, Flood Rules and Schools

The Census Bureau's population estimate for the City of Manvel was 20,699 on July 1, 2025. The 2020 Census counted 9,992 residents in April 2020, so the city has roughly doubled in just over five years. Both figures cover the city limits only, which leaves out Pomona and other communities in the city's extraterritorial jurisdiction.

The master-planned communities around the city were built with their own municipal utility districts, and some of them sit outside the city limits. When a figure for Manvel is quoted, check whether it describes the city, a ZIP code or a wider market area, because the three give different answers. The Census Bureau publishes the city figures in its decennial count and its annual estimates.

Pomona homes therefore paid no City of Manvel property tax for 2025.

An extraterritorial jurisdiction is the unincorporated area around a city where the city has limited authority and levies no property tax. Rodeo Palms, Del Bello Lakes and Manvel's sections of Meridiana fall inside the city limits on the same map. Annexation can change the picture, so check the taxing units on a Pomona parcel's appraisal district account before an offer rather than relying on the mailing address.

Which campuses serve an address depends on the district's attendance zones, which change as new schools open.

The district publishes attendance zone maps for its elementary, junior high and high schools, and those maps are revised when a new campus opens and takes part of an older zone. A zone quoted on a listing, or read from an older map, can therefore be out of date for the coming school year. Confirm the campuses for the exact address with Alvin ISD before relying on them in a purchase.

Alvin ISD's 2024-25 attendance zone maps place Pomona in the zones of Pomona Elementary and Rodeo Palms Junior High, and the district's high school map places Pomona in Manvel High School's zone. Zones are revised as campuses open, so confirm the schools for the exact address with Alvin ISD before relying on them.

The maps show zones at the scale of the whole district, so a street at the edge of a zone is the case worth checking directly. Pomona is outside the Manvel city limits, but it is inside Alvin ISD, and every Pomona section paid Alvin ISD's tax rate for 2025. The district is the one source for the campus serving an address for the coming school year.

Meridiana's developer lists Meridiana Elementary, Barbara Bennett Elementary, Jackie Doucet Caffey Junior High and Iowa Colony High School for the community, all in Alvin ISD. Bennett Elementary sits at the north end of the community, and which elementary school serves a home depends on its section.

Alvin ISD's elementary attendance map shows both elementary zones inside the Caffey Junior High and Iowa Colony High School zones, but it does not label Meridiana's sections street by street. The district confirms the campus for an address. Meridiana also straddles the Manvel and Iowa Colony city limits, which decides the city tax on a home but not its school district: both halves are in Alvin ISD.

Yes, two in a row on Highway 288. The Brazoria County Toll Road Authority's BC Expressway runs 5.2 miles from County Road 58 to the Harris County line at Clear Creek, and from there TxDOT's SH 288 express lanes continue north for 10.3 miles to US 59 and I-69. Neither operator publishes a drive time.

The BC Expressway opened on November 16, 2020. Its tolls since January 1, 2026 are $1.15 at the Croix zone and $1.96 at McHard with an EZ TAG, and more without one. The express lanes in Harris County charge by the day of the week and the time of day on a published schedule, and TxDOT manages them to a minimum target speed of 45 mph. Time the drive at the hour you would travel before relying on it.

They change with the day and the hour. TxDOT sets the SH 288 express lane rates by the day of the week, the time of day, the number of axles and how heavily the lanes have been used in the past, and publishes the schedule; the one in force took effect on September 1, 2026. The lanes are managed to a minimum target speed of 45 mph.

TxDOT bought out the private concession on the lanes in October 2024 for $1.7 billion and now runs them, while the Harris County Toll Road Authority handles billing and customer service. Before the buyback TxDOT said drivers could expect average daily toll rates to fall by half within a few years; treat that as a stated intention and check the current schedule for the hour you drive. The Brazoria County section south of Clear Creek has its own fixed rates.

The city's capital projects page describes Manvel Town Center on 273 acres at the northwest corner of Highway 288 and Highway 6, with an H-E-B as its grocery anchor, and in December 2025 the city council approved annexing about 47 acres at the northwest corner of Highway 6 and Kirby Drive for a retail center.

The city is also building Akery Lake, a detention pond on 117 acres near Masters Road and Jordan Road meant to cut ponding on State Highway 6, and its capital projects page lists a new police station and a public works campus on Masters Road. New subdivisions continue to open in the utility districts around the city. For a particular lot, the city's development services office and the district's notices are where planned work nearby is recorded.

A MUD, or municipal utility district, is a taxing unit that builds and pays for a subdivision's water, sewer and drainage, and often its roads, and repays the bonds from a property tax on the homes inside it. In the Manvel area each master-planned community has its own, and its rate ranged from $0.71 to $1.30 per $100 for 2025.

The MUD rate sits on the same bill as Alvin ISD, Brazoria County and a city where there is one, so it is often the line that separates one section's tax from another's. Some MUD rates carry a road component: $0.255 of MUD 39's $1.19 for 2025 is road tax. Before an offer, read the notice to purchaser for the district and the taxing units on the lot's appraisal district account.
