How to Check a Manvel Subdivision Section Before You Make an Offer
Updated November 2026
How do I check a section of a Manvel subdivision before I make an offer?
In October 2026, check a Manvel section through the lot's appraisal district account, its MUD notice, its FEMA flood map and, where an owners' association is mandatory, the resale certificate.

Which records describe one section of a Manvel community?
Pomona, Meridiana, Rodeo Palms and Del Bello Lakes are each served by their own municipal utility district. Each community has its own tax rate and its own rules.
Start with the lot's account at the Brazoria Central Appraisal District. It lists every unit that taxes the parcel, including the city if there is one and the utility district.
Then ask for the district's notice to purchasers, which states the district's tax and the bonds its voters have approved. Have it before you sign a contract.
On a new home, the builder's sales office supplies the notice. On a resale, ask the listing agent for it.
Set the two documents side by side and confirm they name the same district. A listing or a mailing address can name the wrong city, and the tax record settles it.
How much can the tax line change between Manvel sections?
For tax year 2025, every section paid Alvin ISD at $1.150000 per $100 of value and Brazoria County at $0.304758. The city and the utility district are the lines that move.
Pomona sits in Manvel's extraterritorial jurisdiction, so its homes paid no City of Manvel tax for 2025. They pay Brazoria County MUD 39 at $1.19 or MUD 40 at $1.30 instead.
Meridiana splits along its districts. MUD 56 lies entirely within the City of Manvel, which charged $0.560000, and MUD 55 entirely within Iowa Colony, which charged $0.519209 for 2025.
Added together, Alvin ISD, the county, any city and the MUD came to between $2.644758 per $100 in MUD 39 and $2.964758 in Del Bello Lakes. College, emergency services and drainage districts come on top.
A single quoted MUD rate can hide road debt. In MUD 39, $0.255 of the $1.19 is road tax, and in Del Bello Lakes' MUD 43, $0.23 of the $0.95 repays road bonds.
What do Texas sources say about a subdivision's owners' association and its recorded rules?
The Texas Real Estate Commission publishes a form titled Subdivision Information, Including Resale Certificate. It complies with Chapter 207 of the Texas Property Code and applies when membership in the owners' association is mandatory.
For that association, the form covers assessments, judgments and any right of first refusal on resale, along with other information about the association.
The Texas Real Estate Research Center explains that private land-use rules rest mainly on recorded documents, which should be listed in the title company's Commitment for Title Insurance. Ask for the commitment early.
The Texas Real Estate Research Center adds that an association board is often controlled by the developer while the project is developed and sold. Control then passes to a board the owners elect.
The Texas Real Estate Research Center calls that stretch the development period or developer control period. In a section still being built, ask who sits on the board today.
Most associations, the Texas Real Estate Research Center says, provide for mandatory assessments with no opt-out right. The Texas Real Estate Research Center adds that they may increase as needed, commonly with some limits.
Initially appointed by the developer, the board is often controlled by the developer while the project is developed and sold to the public, then transitions to a board elected by the property owners.
How do you read the flood records for a lot in a Manvel section?
Read the lot's zone on the effective FEMA flood map. The city's flood rules cover zones A, AO and AE on the National Flood Insurance Program map for Manvel.
Inside the city, a new or substantially improved home in those zones needs its lowest floor at least two feet above the base flood elevation. Outside the city limits, Brazoria County has required two feet above the FEMA elevation since May 2005.
Houses on one street can sit at different heights, since one built before its lot was mapped can sit lower. The elevation certificate, where one exists, records the lowest floor against the base flood elevation.
On a resale, add the seller's disclosure notice and any flood insurance history. Homeowners' insurance does not cover flooding, and the city notes a flood policy typically takes up to 30 days to start.
Which campus and commute checks belong in a section review?
All four communities are in Alvin ISD, and its attendance zones change as new campuses open. A zone on a listing or an older map can be out of date, so confirm the campuses for the exact address with the district.
In Meridiana, the elementary school that serves a home depends on its section. The district's elementary map does not label Meridiana's sections street by street.
Neither Highway 288 toll operator publishes a drive time. Time the drive from the section at the hour you would travel, and add the tolls to the monthly cost of the house.
How does the section check fit a sale and a purchase in either order?
Check the next house's records before your offer, whether you sell first, buy first or write a contingent offer. The next lot's district tax changes the budget both closings rest on.
Put both houses' rates on one sheet. Moving from Pomona's MUD 39 to Del Bello Lakes raises the four-unit subtotal by about $1,440 a year on $450,000 of taxable value, or $120 a month.
Order the slow steps first. Ask for the flood quote early in the option period, since cover can take weeks to start and a lender on a home in a mapped flood hazard area will require it.
As of November 2026, the median Manvel home sold in 45 days. On a new build, set the builder's completion date beside the date your sale proceeds are in hand, and get the builder's incentives in writing before you sign.
Questions & answers
Manvel questions, answered
How do I confirm a Rodeo Palms house is in MUD 29 before I make an offer?
Read the taxing units on the parcel's account with the Brazoria Central Appraisal District, which names the utility district for that lot. MUD 29's own site describes a district entirely within the City of Manvel, with Rodeo Palms Parkway crossing its southern portion. Take the district from the parcel record for the exact house before you rely on MUD 29's rate in your budget.
For 2025, MUD 29 levied $0.71 per $100. With Alvin ISD, Brazoria County and the City of Manvel, the four main units came to $2.724758. That subtotal holds only for a lot the district actually covers. Ask the listing agent or the builder for the district's notice to purchasers as well. When the notice and the parcel account name the same district, the MUD line on your budget sheet is the one the lot pays.
Could my Pomona tax bill change if Manvel annexes the area?
Yes. The audits of Pomona's two utility districts, MUD 39 and MUD 40, for the year to March 31, 2025 record that each lies within no city and entirely within Manvel's extraterritorial jurisdiction. If the city annexes the area later, a City of Manvel rate would be added to the bill. Before an offer, check the taxing units on the parcel's appraisal district account rather than an older figure.
The City of Manvel adopted $0.560000 per $100 for 2026 on September 21, 2026, unchanged from 2025. That rate reaches only homes inside the city limits, so a Pomona home pays none of it today. Pomona's districts carry higher rates in place of a city tax. For 2025, Alvin ISD, Brazoria County and MUD 40 came to $2.754758 per $100, before the college, emergency services and drainage districts.
Where can I find out what is planned near a lot in a Manvel section?
Ask the City of Manvel's development services office and read the utility district's notices, since planned work near a lot is recorded there. The city's capital projects page lists its larger projects. One is Manvel Town Center, on 273 acres at the northwest corner of Highway 288 and Highway 6, with an H-E-B as its grocery anchor. New subdivisions also keep opening in the districts around the city.
The same capital projects page lists a new police station and a public works campus on Masters Road. In December 2025, the city council approved annexing about 47 acres at the northwest corner of Highway 6 and Kirby Drive for a retail center. For a lot that backs onto open land, ask the development services office what has been filed for that land before you commit to the house.
Will Akery Lake move my Manvel lot out of a flood zone?
No. Akery Lake is the city's detention pond on 117 acres near Masters Road and Jordan Road, meant to cut ponding on State Highway 6. Once complete, it will store over 1,000 acre-feet of water. The pond adds storage for the area and leaves each lot's zone where the effective FEMA map puts it, so the map and the elevation certificate for the lot still decide the question.
Construction began on June 21, 2022, as a joint project with Brazoria County Conservation and Reclamation District 3 and Brazoria Drainage Districts 4 and 5. The city's capital projects page estimated that the first of two phases would finish by the end of 2025, and its parks page still lists the lake as under construction. The city began looking for a long-term answer after Hurricane Harvey left State Highway 6, a designated hurricane evacuation route, impassable for several days.
Why would two houses in the same Manvel section have different tax bills?
Because the bill is each rate applied to a home's own taxable value, after its owner's exemptions. Two houses in one district share the same rates but rarely the same appraised value or exemptions. For 2025, the appraisal district lists a $140,000 homestead exemption for Alvin ISD, so the school tax is usually figured on a lower value than the city's or the MUD's.
For scale, each $0.10 of rate is $450 a year on $450,000 of value. Ask the seller for the most recent bill on the house you want, and read it beside the units listed on its parcel account. The Texas Comptroller's list of tax levies does not reflect actual collections. For what was billed and paid on one property, the Comptroller points to the local county tax assessor-collector, which for a Manvel lot is in Brazoria County.
Can a lot in a Manvel section carry a PID assessment on top of the MUD tax?
Ask in writing before the offer. A public improvement district assessment is charged on top of regular property taxes, so the school, county, city and MUD lines stay unchanged. Ask the seller or builder in writing whether the lot carries one before you make an offer, and set any yearly amount beside the MUD rate when you work out the monthly cost.
If the lot does carry one, the Texas Real Estate Research Center says a property owner can choose to pay the assessment up front instead of over a number of years. The same Texas Real Estate Research Center article says paying early saves interest and administrative expenses. Ask for the payoff amount in writing, then set it beside the yearly assessment and the years left to run.
