What MUD, PID and Property Taxes Add to a Manvel Home Purchase
Updated October 2026
How do MUD and PID taxes change what I pay for a home in Manvel?
In October 2026, a Manvel MUD tax repays bonds with no set end date, while a PID assessment adds to regular property taxes for a set number of years.

Which taxing units are on the bill for a Manvel-area home?
Four kinds of taxing unit make up most of a Manvel-area bill: Alvin ISD, Brazoria County, a city where the lot sits inside one, and a municipal utility district. The Texas Comptroller's listing for the Brazoria County Appraisal District names the City of Manvel and Alvin Independent School District among the taxing units it serves.
For tax year 2025, every section paid Alvin ISD at $1.150000 per $100 of value and Brazoria County at $0.304758. The city line is the first rate that moves. Lots inside the City of Manvel paid $0.560000, Meridiana's MUD 55 sections paid the City of Iowa Colony's $0.519209, and Pomona paid no city tax because it sits in Manvel's extraterritorial jurisdiction.
The MUD is the second rate that moves. College, emergency services and drainage districts also appear on the bill, on top of the four main units.
How much does each Manvel community's MUD add?
Each master-planned community has its own district, and each district's board sets its own rate. For 2025, Manvel-area MUD rates ran from $0.71 to $1.30 per $100.
Pomona's MUD 39 levied $1.19 and MUD 40 levied $1.30. Meridiana's MUD 56 and MUD 55 each levied $0.90. Del Bello Lakes' MUD 43 levied $0.95, and MUD 29, which covers the Rodeo Palms area, levied $0.71.
With the school, county and city lines added, the 2025 subtotal was $2.644758 per $100 in MUD 39 and $2.754758 in MUD 40. It was $2.724758 in MUD 29, $2.873967 in Meridiana's MUD 55 sections, $2.914758 in its MUD 56 sections and $2.964758 in Del Bello Lakes.
Part of some MUD rates repays road bonds. In MUD 39, $0.255 of the $1.19 rate is road tax. In MUD 43, $0.23 of the $0.95 rate pays debt on road bonds. A single quoted MUD rate does not show that split.
How do MUD and PID charges differ under Texas rules?
The Texas Real Estate Research Center explains that a MUD can issue bonds for water treatment plants, sewage systems, drainage systems or other services. The same Texas Real Estate Research Center article says the MUD's property taxes then repay those bonds over time.
A PID works on a different clock. The Texas Real Estate Research Center says owners in a PID pay a special assessment to repay its bonds, in addition to regular property taxes. That Texas Real Estate Research Center article adds that PID assessments are levied for only a set number of years.
The Texas Real Estate Research Center contrasts a PID's fixed amount and timeframe with a MUD's power to tax for its bonds with no set end date. Ask the seller or builder in writing whether a lot sits in a PID as well as a MUD, so both lines are counted before an offer.
Unlike a PID, which has a fixed assessment amount and timeframe for repayment, a MUD has the authority to issue an unlimited amount of bonds and levy taxes to repay those bonds with no set end date.
What happens to the tax line when you sell one Manvel home and buy the next?
The rate follows the new lot, whatever the old one paid. Moving from Pomona's MUD 39 to Del Bello Lakes raises the four-unit subtotal from $2.644758 to $2.964758 per $100 for 2025.
On $450,000 of taxable value, that gap is about $1,440 a year, or $120 a month. Moving the other way lowers the bill by the same amount.
A move inside one community can change the bill too. A Meridiana home in MUD 56 pays Manvel's city rate, while one in MUD 55 pays Iowa Colony's. More than 550 Meridiana homes carry a ZIP code assigned to the other city.
Put both houses' rates on one sheet before you write a contingent offer or set the second closing date. Exemptions come off taxable value before any rate applies, so figure each house the same way.
Where do you read the rate for one Manvel lot?
Start with the parcel's account at the appraisal district, which lists every unit that taxes the lot. Take the city from that record, since the mailing address can name the wrong one.
Then read the MUD's notice to purchasers, which states the district's tax and the bonds its voters have approved. Set it beside the account so the district on both documents matches.
For a cross-check, the Texas Comptroller prepares a list of the total tax rate imposed by each taxing unit in the state, as each appraisal district reports it.
In Pomona, keep annexation in mind. The area sits outside any city today, and a city rate would be added if Manvel annexed it later.
Questions & answers
Manvel questions, answered
When do I have to get the MUD notice on a Manvel house?
Before you sign. The Texas Real Estate Research Center says the MUD Notice must reach the buyer before the purchase contract is executed. The other route it allows is an addendum included in the contract at the time of execution. The Texas Real Estate Research Center ties that timing to the reason for the notice: a buyer needs to know the current and future tax owed to the MUD before agreeing to buy.
On a Manvel purchase, ask for the notice as soon as a house reaches your short list, well before anyone drafts a contract. On a new home, request it from the builder's sales office along with the price sheet. On a resale, request it from the listing agent. If you are selling one home and buying another, get the notice for the next house before your contingent offer goes in. Its district tax changes the budget you are planning both closings around.
Can I pay a PID assessment up front instead of over the years?
Yes, by the Texas Real Estate Research Center's account. It says a property owner can choose to pay the PID assessment up front instead of having it prorated over a number of years. Paying early saves interest and administrative expenses, according to the same Texas Real Estate Research Center article. The choice belongs to the owner of the property carrying the assessment.
Before you choose, ask for the payoff amount in writing and set it beside the yearly assessment and the years left to run. The assessment is charged on top of regular property taxes, so the school, county, city and MUD lines stay the same whichever way you pay it. Ask the seller or builder in writing whether a lot carries one before you make an offer.
Why doesn't the Comptroller's tax levy figure match what my Manvel neighbors paid?
Because a levy and a collection are different numbers. The Texas Comptroller's page on tax rates and levies states that the levies shown do not reflect actual tax collections. Its list is useful for comparing one taxing unit's total rate with another's. For what was billed and paid on one property, the Comptroller tells readers to contact their local county tax assessor-collector, which for a Manvel lot is in Brazoria County.
A neighbor's bill also reflects that home's appraised value and the exemptions its owner claims. Two houses in one district, taxed at one rate, can therefore owe quite different amounts. Ask the seller for the most recent bill on the house you want, and read it beside the units listed on its parcel account.
Are the 2026 tax rates set yet for a Manvel home?
Partly. The City of Manvel adopted $0.560000 per $100 for 2026 on September 21, 2026, unchanged from 2025, and the City of Iowa Colony adopted $0.520000 the same day. Alvin ISD, Brazoria County and each MUD set their 2026 rates on their own calendars. Check each unit's adopted figure before relying on a 2025 number for a purchase budget.
The same city rate can still produce a larger city bill. The city's hearing notice put the average homestead's taxable value at $376,183, up from $360,995. Its city tax on that home rose to $2,106.62 from $2,021.57. Rising values made the difference, with the rate unchanged. Pomona homes pay no City of Manvel rate, so the 2026 city figure leaves their bills alone unless the area is annexed.
Does a lower MUD rate always mean a lower tax bill in Manvel?
No. The bill is each rate applied to taxable value after exemptions, and the college, emergency services and drainage districts add their own rates on top. A house in a lower-rate district with a higher appraised value can owe more than one in a higher-rate district. Compare the dollar amounts on both houses, with each figure taken from that home's own parcel account.
Exemptions change the math as well. For 2025 the appraisal district lists a $140,000 homestead exemption for Alvin ISD, so the school tax is usually figured on a lower value than the city's or the MUD's. For a quick scale, each $0.10 of rate on $450,000 of taxable value is $450 a year. Ask the seller for the last bill and set it beside your own estimate.
